Spokane Valley continues to work toward making it easier and more predictable to develop properties in the city. The city has adopted State Environmental Policy Act (SEPA) infill exemption areas where residential, mixed-use, and commercial non-retail development is Categorically Exempt from the city’s SEPA regulations.
