STORMWATER SERVICES

 

 

Notice is hereby given that the City of Spokane Valley, Spokane County, Washington will accept sealed bids for Stormwater Services

 

The City’s Stormwater Utility owns, operates, and/or maintains approximately 13,000 unique structures or facilities that manage the collection, conveyance, treatment, and dispersal of stormwater runoff. Work includes a variety of tasks needed for the sustained operations and maintenance of the Stormwater Utility: repairs to damaged facilities that will restore it to its pre-damaged condition or level of service, retrofits to existing facilities to increase the level of service beyond its original capacity, and improvements to locations with or without existing stormwater infrastructure, that will install new structures or stormwater elements to improve the overall level of service. Anticipated work will include repairs, retrofits, or improvements for drainage structures like catch basins, drywells and associated piping, drainage ways, culverts and pipe outlets, retention/detention/infiltration ponds, roadway shoulder revisions (paved or unpaved), inlets for curb, gutter, sidewalks, or driveways, and miscellaneous paving, flatwork, fencing and landscaping repairs to restore surface conditions. 

 

The proposed contract term shall be for a period from August 2023 through December 31, 2023 with up to three (3) additional option years which may be exercised by the City at its discretion.  Additional option years shall start and coincide on or about each January and end December 31, from 2024 up to and including 2026. The estimated probable cost for this work in 2023 is $350,000.

 

Copies of the bid packet with all contract documents may be obtained in PDF format at www.cityofspokanevalleyplanroom.com.  To be added to the Planholder’s list, bidders shall download project files or purchase hard copy documents.  Any addenda to this project will be sent only to those listed on the www.cityofspokanevalleyplanroom.com Planholder’s list.  The Planholder’s list is also available at this website. All bids must be accompanied by a bid deposit in the form of a surety bond, postal money order, cash, cashier’s check, or certified check in an amount equal to five percent of the amount of the bid proposed. Failure to furnish a bid bond in compliance with the City’s bid deposit surety bond form shall make the bid non-responsive and cause the bid to be rejected. 

 

Bids must be submitted in sealed envelopes, labeled with the Contract Name of “Stormwater Services” and the Contract Number of “SVPW #23-104”, addressed to the City Clerk of the City of Spokane Valley, 10210 E. Sprague Avenue, Spokane Valley, Washington, 99206, and received not later than 10:00 AM PDT, Tuesday, August 1, 2023.  Bid openings will be held immediately thereafter and read aloud in the City Council Chambers. 

 

The City of Spokane Valley reserves the right to waive any irregularities or informalities and to reject any or all bids. No bidder may withdraw his bid after the time announced for the bid opening, or before the award and execution of the contract, unless the award is delayed for a period exceeding 60 days.

 

The City of Spokane Valley, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
