Proposal Description: A Shoreline Substantial Development Permit to install a 9’X30’ pontoon dock, secured with two pilings, construct a 9’X36’ stone pathway down the slope to the shoreline area, and improve a 5’X39’ dirt pathway between the dock and the stone walkway. Eight Douglas Hawthorne shrubs are proposed to be removed to allow access to the shoreline. Plantings are proposed to mitigate the temporary and permanent impacts of vegetation removal and construction. There is an existing single-family residence on-site.
Proposal Location: Parcel No. 45043.1522 addressed as 11423 E Coyote Rock Drive. The site is generally located along the south side of the Spokane River further located in the NE ¼ of the SW ¼ of Section 4, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of the completed environmental checklist, the application, Spokane Valley Municipal Code Title 19, 21 and 22, site assessment, and comments from the public and affected agencies. This information is available to the public on request.
Determination: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date issued. Comments must be received by 5:00 p.m. on August 11, 2023.

Appeal: An appeal of this determination shall be submitted to the Community & Public Works Department within fourteen (14) calendar days after the date issued. The appeal must be written and specific factual objections made to the City’s threshold determination. Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal. Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
