Proposal Description: A Shoreline Substantial Development Permit to construct a 20,735 SF, 2-story office building with 170 parking spaces, landscaping, stormwater facilities and utilities. No work is proposed within the SMP Buffer.
Proposal Location: Parcel No. 45033.0818 addressed as 12929 E Pinecroft Way. The site is generally located along the south side of the Spokane River; further located in the SW ¼ of Section 3, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of the completed environmental checklist, the application, Spokane Valley Municipal Code Title 19, 21 and 22, site assessment, and comments from the public and affected agencies. This information is available to the public on request.
Determination: This DNS is issued after using the optional DNS process in WAC 197-11-355; There is no further comment period on the DNS.

Appeal: An appeal of this determination shall be submitted to the Economic Development Department within fourteen (14) calendar days after the date issued. The appeal must be written and specific factual objections made to the City’s threshold determination. Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal. Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
