Responses to Bid Questions
Q1: Section 3.3 (General Requirements, pg. 4) of the UPRR Track Monitoring Plan in Appendix C designates that the boring operations shall progress 24/7 continuously until the boring is complete.
Section 1-07.28 page SP-30 of the Special Provisions says the first 15 business days of flaggers and inspectors are paid by the City. Does this include overtime for nights and weekends and does that include motels?
Response: UPRR has assigned RailPros as the third-party flagger and construction observer. UPRR requires all boring operation in zone A to be progressed on 24/7 continuous operation. According to RailPros, once the leading edge of the casing enters zone A, boring operation is 24/7 continuous while in zone A of UPRR track until the leading edge of the casing exits zone A. At 8.22’ below rail from top of pipe, zone A is roughly 28.5’ (measured perpendicular) each side of nearest track centerline.
Please see Addendum #2 for changes to Section 1-07.28 regarding 24/7 boring within zone A and the revised 12 continuous day (276 hour) limit to flagging and construction observation paid by the City.
Q2: How much 16-inch waterline is included in the Union Pacific Railroad Bore bid item?
Response: There is approximately 1,005 LF of 16-inch ductile iron pipe shown on the plans. Approximately 260 LF of 16-inch ductile iron pipe is included in bid item #124-UNION PACIFIC RAILROAD BORE (INCLUDING 16" CARRIER PIPE), per section 7-10.5 measurement and payment. Approximately 745 are included in bid item #118- DUCTILE IRON PIPE FOR WATER MAIN, 16 IN. DIAM.
Q3: The asphalt work on this project is only in one area which is in the existing parking lot by the dance hall which is on the opposite side of the work at the tracks on the north end of the project. Can you tell me if we need to get certified and badged for the eRailSafe or can we perform our work without obtaining the ERAILSAFE badges/certification?
Response: No, you will not need to get railroad badges or certification for the paving work in the parking lot at Sullivan Park. That is only required for work that’s on the railroad right-of-way.
Q4: When written in the spec that there will be no substitutes for TR Flex, can you clarify that you mean no other form of retrained ductile pipe will be accepted. TR Flex is Mcwane ductiles proprietary product. Americans’ version of TR Flex is Flex Ring.
Response: The American’s Flex-Ring is acceptable for the flexible restrained joint carrier pipe inside the casing.
Q5: Will cathodic protection be required on the steel casing pipe?
Response: No, cathodic protection is not a requirement per the UPRR permit agreement Exhibit A-2 in Appendix B.
