CITY OF SPOKANE VALLEY
REQUEST FOR QUALIFICATIONS
TRANSPORTATION PLANNING SERVICES
Active Transportation Plan

The City of Spokane Valley (the “City”) is seeking transportation consultant services for the development of an Active Transportation Plan through this Request for Qualifications (“RFQ”). This agreement is expected to last through June 2026. The City reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description
The work to be performed by the CONSULTANT includes the creation of an Active Transportation Plan (ATP) for the City. Work includes an evaluation of existing conditions (infrastructure, plans, studies, policies), conducting community engagement, and development of the ATP, including, but not limited to, a prioritized recommended project list with estimated costs and an implementation plan.

Evaluation Criteria
Responses will be evaluated by the City as set forth immediately below:

  1. Completed Business Statement.
  2. Business agency and history, including qualifications, examples of similar projects as described in this RFQ, and how your team delivered a successful end product.
  3. Experience and qualifications of the employees assigned to this project.
  4. Samples of work.
  5. Letters of recommendation.
  6. Ability to meet proposed schedule.

Submittal
For all submittal requirements, please review the complete RFQ, which is available on the City of Spokane Valley webpage, https://www.spokanevalleywa.gov/publicnotices under the “Requests for Proposals/Requests for Qualifications” section.

Submit ONE electronic copy (PDF format) of your Statement of Qualifications (SOQ) no later than 2:00 p.m. on Friday, August 22, 2025, via email to City of Spokane Valley, Attn: Candice Powers-Henderson, cphenderson@spokanevalleywa.gov, Adam Jackson, ajackson@spokanevalleywa.gov and Jerremy Clark, jclark@spokanevalleywa.gov.  Anyway questions regarding this project should be directed to Adam Jackson at (509) 720-5024 or ajackson@spokanevalleywa.gov. Limit written responses, excluding attachments, to 10 pages.  Submittals shall be signed by authorized representatives of the responding entity.   Unsigned proposals shall not be considered.  Written proposals not received by 2:00 p.m. on Friday, August 22, 2025, shall not be considered by the City.  The responding entity is responsible for ensuring that written responses are received by the City by the time and date specified herein and accept all risk of late delivery for the method of delivery chosen, regardless of fault.
