SPOKANE VALLEY, WA—At the Jan. 6 Spokane Valley City Council meeting, Councilmembers voted by majority to elect Councilmember Laura Padden to serve as Mayor and Councilmember Tim Hattenburg as Deputy Mayor. Both terms are for 2026 and 2027.
“I am passionate about the Valley and honored to serve as your Mayor,” said newly elected Mayor Laura Padden. "I am committed to a Spokane Valley that is a safe, clean, affordable city in which to live, work, play, and raise a family. Working together with Deputy Mayor Hattenburg and our fellow Councilmembers, this can be achieved in a fiscally responsible way, while always protecting the taxpayer’s investment in our city.”
Laura Padden is serving her second four-year term on the City Council after being re-elected in November 2025. Padden holds a bachelor's degree in police science and administration from Washington State University and computer science from Eastern Washington University. She is employed by the Community Colleges of Spokane as a software developer. Padden has been a resident of Spokane Valley since the age of two. She and her husband, Mike, have five grown sons and three grandchildren.
Tim Hattenburg is also serving his second four-year term on the City Council, first elected in November 2019. Hattenburg holds a double major in education and history from Washington State University and completed two years of postgraduate study at Gonzaga, Whitworth and Eastern Washington universities. He is a published author, small business owner and a retired teacher, coach and athletic director with the Central Valley School District. Hattenburg is a lifelong Spokane Valley native. He is married with three grown children and three grandchildren.
The City of Spokane Valley operates under a Council-Manager form of government, which consists of an elected City Council responsible for policymaking, and a professional city manager, appointed by the Council, responsible for administration. Every two years, Councilmembers elect one member from the Council to serve as Mayor and one as Deputy Mayor.

SPOKANE VALLEY, WA—The Spokane Valley City Council voted 6 to 1 to approve the 2026 city budget at the Dec. 9, 2025, City Council meeting. The $148.4 million budget will be in effect from Jan. 1 through Dec. 31, 2026.
The 2026 budget includes $70.6 million in the General Fund and $77.8 million in 30 other city funds. Estimated recurring General Fund revenues of $68.6 million increased 7.05% from 2025. The estimated recurring General Fund expenditures of $68.5 million increased 7.93%. Costs for Public Safety increased by 11.85%, while all other General Fund departments increased by 1.27%. Included in the overall total $148.4 million is $47.9 million in capital expenditures, which is funded at 71.25% by state and federal grant dollars.
The Council held three public hearings prior to the final budget adoption and encouraged community members to provide input via public comment or by contacting Councilmembers directly.

The Spokane Valley Police Department has partnered with local retailers to conduct a series of retail theft emphasis operations to deter this criminal activity, and hold suspects accountable throughout the holiday season.
On Thursday, November 20, 2025, Spokane Valley Investigative Unit (SVIU) Detectives partnered with Loss Prevention employees from seven Spokane Valley retailers during a four-hour retail theft emphasis, resulting in nine arrests.
The theft attempts included various tools, a Bluetooth speaker, a phone charger, boots, clothing, other merchandise, and an effort to return stolen products for cash. SVIU Detectives estimated the value of the recovered merchandise during this operation at approximately $2,500.
SVIU Detectives plan to conduct up to four additional operations over the next few weeks due to the Spokane Valley City Council’s strong commitment and authorization of funds to specifically address this criminal activity and hold those committing retail theft accountable.
“The Spokane Valley Police Department has zero tolerance for shoplifting and theft,” said Spokane Valley Police Chief David Ellis. “I am grateful for the City Council’s commitment to supporting public safety, our local businesses, and our strong partnership with our retailers. Together, we will ensure that criminals will be held accountable for their actions in our city.”
The Spokane Valley City Council unanimously approved 10 new police officers in early 2025, including two new property crime detectives assigned to SVIU, who assisted in this operation. Last month, the Council also approved additional funding to support the Spokane Valley Police Department’s efforts to aggressively deter retail theft in Spokane Valley and our region.
“The City Council is committed to supporting our business community and ensuring Spokane Valley remains a safe place for every resident, visitor and business” said Spokane Valley Councilmember Ben Wick. “We believe in holding criminals accountable for their actions, and these additional resources will help foster a safer, stronger community for all.”
